体育公共事业是我国和谐社会建设的重要民生事业,当前面临不能满足公众需要的迫切问题。改革与创新是我国体育公共事业的发展路径,而其根本是政府角色的重新定位。在梳理公共事业治理中政府角色历史演变的基础上,运用公共经济学、福利经济学等理论对体育公共事业的产品即公共体育产品的一般特征与独有特征展开分析,进而提出应从两方面来定位政府角色:一是立足于公共体育产品的充分供给;二是着眼于公共体育产品的有效消费。继而结合我国公共体育产品的供给与消费现状分析,认为现阶段体育公共事业改革中政府的具体角色包括“产品提供者”“产品规划者”“制度供给者”“生产组织者”“质量监督者”“有限生产者”与“消费引导者”等。
Sports public utilities are an important cause of livelihood for the construction of a harmonious society in our country. Currently, they are faced with pressing problems that can not meet the needs of the public. Reform and innovation are the development paths of sports public utilities in our country, and their fundamental is the repositioning of the government’s role. On the basis of combing the historical evolution of the government role in the governance of public utilities, this paper analyzes the general characteristics and unique features of the public sports products, public health products and public welfare products, using the theory of public economics and welfare economics, and then puts forward that from two aspects Positioning the role of government: First, based on the full supply of public sports products; Second, focus on the effective consumption of public sports products. Based on the analysis of the supply and consumption status of public sports products in our country, it is concluded that the specific roles of the government in the reform of sports public utilities at this stage include the production of “product supplier ” “product planner ” system supplier Organizer “” quality supervisor “” limited producer “and ” consumer guide "and so on.
