文章利用从江西省武宁、德兴和崇义等17个县(市)调研所获得的数据,基于林农视角,运用DEA-Tobit两阶段模型探究生态公益林补偿政策对林农林业生产绩效的影响。实证结果表明:样本林农林业生产综合效率、规模效率都较低,只有生产纯技术效率较高,均值达到0.972;林农年龄、林业经营资金畅通性、林业产品销售渠道畅通性、家庭人口数量、生态公益林补偿资金、生态公益林补偿政策和补偿标准满意度等变量对林农林业生产绩效具有不同程度不同方向的影响。最后,根据研究结论,提出了加大资金以及政策扶持力度、实行灵活的补偿标准和完善农村农产品市场等方面的建议。
Based on the data from the survey of 17 counties (cities) in Wuning, Dexing and Chongyi in Jiangxi Province, the paper uses DEA-Tobit two-stage model to explore the impact of compensation policies of ecological public welfare forest on the performance of forestry agriculture production . The empirical results show that the comprehensive efficiency and scale efficiency of the sample forest agriculture and forestry production are all low, only the production technology is pure and efficient, with an average of 0.972. The forest farmer age, the flowability of forestry management funds, the smooth flow of forestry product sales channels, the family population, The compensation funds of public welfare forests, the compensation policies of ecological public welfare forests and the satisfaction of compensation standards have different impacts on the performance of forest agriculture forestry production in different directions. Finally, based on the conclusion of the study, some suggestions are put forward, such as increasing funds and supporting policies, implementing flexible compensation standards and improving rural agricultural markets.
