社会保险是公民生活的重要保障。我国社会保险制度建立以来就不断经历着调整和演变。市场经济成熟国家的经验表明:政府在推动该制度的健全、完善与有效运行方面具有决定性的作用。由于中国的特殊国情,决定了体制转型和制度创新的进展过程中,政府的主体作用体现不明显。在这种情况下本文着重呈现我国地方政府在社会保险体制责任的缺陷现象,提出完善措施,以充分发挥其应用作用。
Social insurance is an important guarantee for citizen’s life. Since the establishment of the social insurance system in our country, we have constantly experienced adjustments and evolutions. The experience of countries with mature market economies shows that the government plays a decisive role in promoting the sound, sound and effective operation of the system. Due to China’s special national conditions, the process of institutional transformation and system innovation has been decisively decided, and the role of the government as the main body has not been obvious. In this case, this paper focuses on the defects of the local government’s social responsibility system in our country, and puts forward the perfect measures to give full play to its application role.
