The monthly salary of skilled workers in the Pearl River Delta region has risen to more than 4,000 yuan. The average wage of workers in the first-line textile and garment industry in Vietnam is only 200 U.S. dollars per month. The average wage of front-line workers in Myanmar garment factories is only 100 to 120 U.S. dollars per month. As a labor-rich developing country, the textile and clothing industry that intensively uses the labor force has always been China’s traditional export industry. It is also a pillar industry and an important livelihood industry in our national economy. Since China’s accession to the WTO, China has gradually enjoyed the integration of the global textile and apparel trade. In particular, as the EU and the United States respectively removed the quotas in whole or in part from the 30 and 55 categories of the textile and garment industry in 2002,
