作为国家行政立法体系的重要组成部分,公安立法在推动社会法制化建设方面日益发挥出重要作用。相较于当前学界所热烈探讨的“民主原则”“合宪原则”等,公安立法的“科学原则”似乎关注度不高。虽然由于历史及现实的诸多原因,当前公安立法在实践中还存在诸多不足,但如果突破思维的桎梏,围绕科学原则这条主线,未来该项工作的发展前景值得期待。
As an important part of the national administrative legislation system, public security legislation has played an increasingly important role in promoting the construction of social legal system. Compared with the “democratic principles” and “constitutional principles” that the current academic circles have enthusiastically explored, the “scientific principle” of public security legislation does not seem to pay enough attention. Although there are still many deficiencies in the practice of public security legislation due to many historical and realistic reasons, if we break through the shackles of thinking and focus on the principle of scientific principles, the development prospect of this work is worth looking forward to.
