对于拉丁美洲、非洲和亚洲很多地方的居民来说,现在看到美国海军舰只,他们的脑海中浮现的可能不再是军事演习的火爆画面,而是想到免费的医疗服务。而这正是美国海军实施“软实力”战略所要达成的目标。
For the inhabitants of Latin America, Africa and many parts of Asia, it is time to see the U.S. naval vessels that their minds may emerge from being a hot picture of military exercises rather than free medical care. And this is exactly what the U.S. Navy needs to achieve its “soft power” strategy.
