一、秘书部门参谋工作的优势对秘书参谋工作的性质、特点作用的估价,众说纷纭,争议颇多。笔者考虑可否先具体地分析一下秘书部门的参谋工作究竟有些什么优势和局限性?通过这种途径去进一步探讨,可能有助于达成共识。传统的秘书部门的参谋工作主要有两点局限性:一是从属性强而少有相对的独立性,它的参谋工作易受“长官意志”所左右,加以无参与决策之权,参谋作用的发挥受到制约;二是杂而难专,业务范围广,事务较繁杂,秘书人员“杂家”多,常感专业知识不足而难以当好
