The “Decision of the CPC Central Committee and the Central Government on Several Important Issues concerning Agriculture and Rural Work” (the “Decision”), passed by the Third Plenary Session of the 15th CPC Central Committee, is a programmatic document guiding the construction of a new socialist countryside with Chinese characteristics.
