当代中国对外援助思想是在中国政府对外援助的实践中逐步形成和发展的。1949-1966年,随着中国对外援助工作的开展,对外援助思想初步形成,标志是对外经济技术援助“八项原则”的提出;1966-1978年,受“文化大革命”极“左”思潮影响,中国政府把国际主义作为最高原则,脱离了实际,由于周恩来总理的努力,把这一不利影响降低到最低程度;1978年以来,随着党和国家工作重心的转移,对外援助思想围绕中国现代化建设和改革开放的实践作出了调整,并进一步得到丰富和发展。
The contemporary idea of foreign aid in China is gradually forming and developing in the practice of foreign aid by the Chinese government. From 1949 to 1966, with the development of China’s aid to foreign countries, the idea of foreign aid was initially formed. The symbol of foreign aid was marked by the proposal of “eight principles” of foreign economic and technological assistance.
