孝感市是湖北省重要的农业生产基地,国有经济和大型国有工业企业相对较少。如何从当实际情况出发,调整和优化经济结构,培植新的经济增长点,实际区域经济的跨越式发展,是关系到孝感发展的一个重大战略问题。孝感市委、市政府认真学习和领会江总书记5.19讲话和十五大精神,于1997年确立了“县城经济以民营经济为主体,实施‘调头工程’,大力发展民营经济”的工作思路,明确提出将发展民营经济作为孝感第二次创业的主体和突破口,使民营经济在国民经济中的比重占大头。从实施“调头工程”的效果来看,民营经济已成为孝感最有活力、最有潜力、最有希望的经济亮点。
