“初中进城”政策是政府在治理教育方式上的制度变迁,是打破原有乡镇中学的制度安排、重塑利益格局的制度演变过程。在这一过程中,始终贯穿着政府与学校(校长、教师)的博弈、政府与社会(学生、家长)的博弈。化解博弈困境,有效地实施“初中进城”政策,政府应整合各方利益诉求,防止制度滞后带来的利益冲突;关注进城学生的生存与发展状况,避免出现政策目标的异化;充分考虑地方现实条件,审慎实施“初中进城”政策。
