不久前,信息产业部、公安部、文化部和国家工商行政管理局四部局就联合制定的《互联网上网服务营业场所管理办法》召开了电视电话会议。信息产业部吴基传部长指出,目前我国网民数已超过2000万,其中20％是通过“网吧”上网的,“网吧”对于我国信息网络的发展起到了积极的推动作用。但是,由于一些“网吧”等互联网上网服务营业场所内部管理混乱、经营无序,从事违法犯罪活动,传播违规信息内容,对青少年成长造成了不良影响,对国家安全和社会稳定构成了威胁。因此,国务院决定集中3个月的时间,在全国开展一次互联网上网服务营业场所专项清理整顿工作。在进行整顿过程中,吴基传部长提出了以下五点要求:
