近年来,中俄经贸关系总体上看有升有降,尤其恰值俄罗斯经济、金融、政治等领域的危机不断加深,给中俄经贸发展带来新的问题。于是出现了两国政治关系良好,但经贸关系“滞后”的说法,或者说,中俄经贸关系与两国政治关系不相适应。这无非是从良好的愿望出发,希望两国贸易额能够更快的提高,担心两国政府1996年共同制定的到2000年实现200亿美元贸易额的目标能否完成。当前,由于俄罗斯金融危机引发的社会动荡 In recent years, the overall economic and trade relations between China and Russia have been on a rise and fall. In particular, the deepening crisis in Russia’s economic, financial and political fields has brought new problems to the Sino-Russian economic and trade development. So there has been a sound political relationship between the two countries, but the economic and trade relations are “lagging behind.” In other words, the economic and trade relations between China and Russia are incompatible with the political relations between the two countries. This is nothing more than proceeding from a good aspiration. We hope that the trade volume of the two countries will rise faster and that the goal of achieving a 20 billion U.S. dollar trade volume by the two governments in 1996 will be completed. At present, due to social turmoil triggered by the Russian financial crisis
