第一条为加强农作物种子管理,维护种子市场正常秩序,保障农作物高产稳产,根据《中华人民共和国种子管理条例》以及有关法律、法规,结合本省实际,制定本规定。第二条农作物种子是指用于农业生产的籽粒、果实和根、茎、苗、芽等繁殖材料。第三条凡在本省行政区域内从事农作物种子选育、引进、生产、经营、使用和管理的单位和个人,必须遵守本规定,农民自选自用的除外。第四条县级以上农业行政主管部门负责本规定的组织实施和检查监督,其所设置的种子管理机构具体负责种子管理工作,但不得从事种子经营活动。
Article 1 These Provisions are formulated in accordance with the “Regulations of the People’s Republic of China on Seed Management” and other relevant laws and regulations in light of the actual situation in the province in order to strengthen the management of crop seeds, maintain the normal order in the seed market and ensure the high and stable yield of crops. Article 2 Crop seeds are seeds, fruits, and propagation materials such as roots, stems, seedlings and shoots used for agricultural production. Article 3 Units and individuals engaged in the breeding, introduction, production, operation, use and management of crop seeds in the administrative regions of the province shall abide by these Provisions and unless the peasants choose their own use for their own use. Article 4 The administrative department in charge of agriculture at or above the county level shall be responsible for the organization, implementation and inspection and supervision of these Provisions. The seed management institution set up by the agricultural administrative department under the county level shall be responsible for the seed management work specifically, but shall not engage in the seed management activities.
