警察执法过程中的公民权利保障在世界各国司法活动中逐渐成为一种优位价值理念,对警察执法活动聚焦并期望执法规范成为当前我国全体公民对建设“法治中国”的强烈回应。我国警察执法理念滞后的原因是公民权利意识淡薄,程序意识不强,警察职业素养欠缺等。积极探索警察执法理念的提升,遵循执法必须保障公民权利,坚持服务型执法,永远追求程序正义是有效促进警察执法规范的必要路径选择。
The protection of civil rights in the process of police enforcement gradually becomes a superiority concept in the judicial activities of all countries in the world. It focuses on law enforcement activities of the police and hopes that the law enforcement norms will become the strong response of all Chinese citizens to the construction of “rule of law in China”. The reason why the concept of police enforcement in our country lags behind is that the awareness of civil rights is weak, the procedural awareness is not strong and the professionalism of the police is lacking. To actively explore the promotion of the law enforcement concept of the police, follow the law enforcement must protect the civil rights, adhere to the service law enforcement, and always pursue the procedural justice is the necessary path choice to effectively promote the police law enforcement norms.
