科技查新是指通过科学技术手段对科研课题和科技成果的科学性、新颖性与适用性进行客观评价,将科技查新作为提高科研项目立项和科技成果鉴定的水平评价工具之一,避免低水平重复科研工作。因此,认为科技查新工作在科研课题管理中是发挥着一定影响的工作。笔者认为:高质量的科技查新报告,可以成为科研工作者选择科研课题的指路标,减少科研方向、科技立项的重复性;可以成为科研课题审查部门对该科研方向新颖性的指示剂,直接指出该科研方向的前沿研究成果或进展;也可以成为科研诚信体系建立的促进剂,促使科研诚信体系更好的发展。
