Wuzhai Village, Wang Si Town, Duyun City is selected as the case study object to investigate the changes of the formal forest system and informal forest system in Hmong villages and the impact of Miao culture on the institutional arrangements of forest resources property rights. The protection of private property rights by the Miao culture and its rise to the “rules and regulations” of the local clansmen in the region formed an informal formal system, namely “quasi-formal institutional arrangements.” It organically combines informal institutional arrangements for forest resources with formal institutional arrangements, resulting in the effective implementation of institutional arrangements for forest resources property rights.
