以南方集体林区浙江省缙云县为例,分析了超采伐限额的原因是商品材挤占自用材采伐限额、自用材超采伐限额采伐及超采伐证限额采伐,并提出加强领导,提高认识,严格执行采伐限额管理制度;严格林木采伐制度,规范农民自用材的采伐管理;简化自用材采伐管理环节,探索建立农民自用材采伐管理新模式;制订地方法规,规范和严格审核活立木采伐转让;加快编制集体林森林经营方案等措施建议,旨在提高采伐限额管理水平。
