由原对外经济贸易部和国家统计局于1992年10月制定的新的《对外贸易业务统计制度》(以下简称“新统计制度”),已从今年1月开始实行。新统计制度的出台,标志着外贸业务统计工作在其发展历程中迈出了重要的一步,必将能更好地服务于我国对外经贸事业。经贸部的业务统计制度,自50年代初建立以来,每隔几年总要修订一次。然而这次修订与以往相比,可以说是有重大不同。这是因为,旧外贸业务统计制度是随着中央计划经济体制的确立而建立的,反过来服务于这一体制下的以国家垄断为主要特征的外贸体制。在总体制不变的前提下,外贸业务对象重点的转移、贸易方式的变化和贸易规模的扩大,也会要求业务统计工作做些相应的调整。这一次则不然,我国已经明确提出建立社会主义市场经济体制,且在不久后将重返关贸总协定,因此我国对外贸易业务正逐步转向按国际通行贸易规
The new “Statistical System for Foreign Trade Operations” (hereinafter referred to as the “new statistical system”) formulated by the former Ministry of Foreign Economic Relations and Trade and the National Bureau of Statistics in October 1992 has been implemented since January this year. The promulgation of the new statistical system marks an important step in the development of foreign trade business statistics and will surely serve China’s foreign trade and economic development. The business statistics system of the Ministry of Economics and Trade has been revised once every few years since its establishment in the early 1950s. However, compared with the past, this amendment can be said to be a major difference. This is because the old foreign trade business statistical system was established with the establishment of the central planned economic system, which in turn served the foreign trade system under this system with the main features of state monopoly. Under the premise that the overall system remains unchanged, the shift in the focus of foreign trade business objects, changes in trade methods, and the expansion of trade scales will require some adjustments in business statistics. This time is not the case, China has clearly proposed the establishment of a socialist market economic system, and will soon return to the GATT. Therefore, China’s foreign trade business is gradually shifting to internationally accepted trade regulations.
