我国航空型号研制中推广应用项目管理技术是从20世纪60年代初开始的。然而,过去我们对项目管理的应用,仅仅是将PERT或CPM(关键线路法)技术应用到航空型号项目的研制计划制定过程中,并没有按项目的特点,建立项目组织,对型号项目实行项目管理,也没有应用项目管理的技术来计划、控制型号研制任务的进度、质量及成本。这使得我国航空型号项目任务在管理上与发达国家的航空企业有了一定差距。学习发达国家航空企业,在型号项目的管理中采用项目管理技术,对航空企业的各种资源统一安排、合理规划、对项目的研制进度、质量、成本等实施有效的控制,从而不断提高管理水平,这是当前航空企业亟需研究的重要课题。因此,现结合围绕我国航空型号研制管理现状,总结分析当前航空科技工业组织基础和体制框架,探讨了项目管理组织构建、项目经理负责制的具体做法。

To study aviation enterprises in developed countries, adopt project management techniques in the management of model projects, make unified arrangements for various resources of aviation enterprises, rationally plan and implement effective control over the progress, quality and cost of the project so as to continuously improve the management level , Which is an important issue urgently needed by the current aviation enterprises. Therefore, combining with the status quo of the development and management of China’s aviation models, this paper summarizes and analyzes the basic and institutional framework of the current aviation science and technology industry organization, and discusses the concrete practices of project management organization construction and project manager responsibility system.
