一个新理论认为,对传染病的恐惧是导致民主和专制分化的主要根源。在英国,数百年来民主主义得到了稳定发展;而在同一时期,另一个地方,现在隶属于索马里地区的人们却经历了众多统治者的独裁统治,他们被剥夺了投票的权利。我们还可以找出许多类似的反差鲜明的例子,美国民众的表决权可以追溯到18世纪末,但在叙利亚,人们仍在等待,等待能够进行表决的那一天的到来。
A new theory holds that the fear of infectious diseases is the main source of democracy and autocratic divisions. In the United Kingdom, democracy has been steadily developed for hundreds of years; in the same period, elsewhere, people now belonging to the Somali region have undergone dictatorship by numerous rulers who have been deprived of the right to vote. We can also find many similar and striking examples. The voting rights of the American people can be traced back to the end of the eighteenth century. In Syria, however, people are still waiting for the day when they can vote.
