在全面建设小康社会的新的历史时期，体育事业需要新的发展思路，“环荆州体育圈”的概念的出现就是迎合这一时代主题，即集中体现现代旅游和体育观念，充分整合体育、旅游的产业优势，联结相关上下游产业链，促进区域经济发展的新兴的体育旅游新概念。
