实行招标投标制以来的实践证明,它对促进建筑企业改善经营管理,降低工程造价,缩短工程工期,提高工程质量上都收到了良好的效果。据统计实行招标投标制以来,通常工期缩短15～20％,工程造价降低7～8％。但同时建筑市场存在一些问题,影响了招标投标制的深入发展,主要表现在以下几方面:
