党的十七届六中全会提出把“增强国家文化软实力”作为建设社会主义文化强国的战略任务提出。这充分体现了党的中央领导集体的文化自觉、文化自信、文化自强、文化远见,因为“软实力”已经成了目前国际政治生活中出现频率很高的一个词。为什么“软实力”概念会有如此广泛的影响?这不仅仅因为“软实力”概念提出者约瑟夫·奈具有深厚的美国官方背景,而且因为软实力的概念本身所蕴含的内容意义非常重要。从某种意义上来看,软实力与国家的强弱兴衰密切相关,学界和政界对此已有比较广泛的共识。
