日刊《朝日新闻》不久前发表了日本学术会议前会长伊藤正男撰写的一篇谈论日本科学改革的文章,文章提出的新设想是:合并基础研究部门,建立国立研究所群。其主要论述如下: 日本于1995年制定了《科学技术基本法》,接着又于1996年制定了《科学技术基本计划》,并在1997年大幅度地提高了科学技术预算,引起了世界注目。为了在今天的大竞争时代取胜,作为我国战略,在先进国家中率先向重视基础研究转移,这已受到广泛的赞许。在这一片赞扬声中使我想到美国国家科学基金会主席尼尔·莱恩所说的一段话:“在认真考虑缺乏资源的日本的未来时,我确信只能完全依赖科学技术,并应认真地从发展科学基础开始。” 现在许多国家都深刻地认识到,必须依赖科学技术来推动产业的发展和对付社会的迅速高龄化和地球环境的恶化问题,这也正是我国在21世纪的生存发展所面临的最重要问题。
