随着国家政治经济体制改革的进程,劳动用工形式和工资构成内容越来越丰富,加强劳动工资统计,为各级党政领导正确决策提供准确信息的要求也愈来愈迫切。近年来,劳动统计从上而下,采取了许多措施,不断改革,探索前进,取得了一定成绩。1991年,国家统计局、国家计划委员会、劳动部、人事部、财政部和中国人民银行共同拟定《劳动统计年报联合审核暂行规定》。联合部门力量,加强监督管理,使劳动统计改革迈出了新的一步。按照国家六部、委、局、行关于贯彻实施《劳动统计年报联合审核暂行规定》的通知和省、地统计局的统一布署,我们积极汇报,争取政府领导重视;主动联系,争取有关部门配合;广泛宣传,争取社会各界支持,精心组织,认真实施,上下齐努力,把劳动统计年报联合审核搞得有声有色。不仅大大提高了劳动统计数字质量,还使一度中断的现金和劳动工资计划管理重新走上了正常轨道,充分发挥了统计监督作用,我们的作法和体会是:

In recent years, the labor statistics have taken many measures from the top down and have taken many measures to continuously reform, explore and make progress and achieved some success. In 1991, the National Bureau of Statistics, the State Planning Commission, the Ministry of Labor, the Ministry of Personnel, the Ministry of Finance and the People’s Bank of China jointly formulated the Interim Provisions on the Joint Audit of Annual Reports on Labor Statistics. Joint departmental forces to strengthen supervision and management, the labor statistics reform has taken a new step. In accordance with the circular on the implementation of the “Provisional Regulations on Joint Audit of Annual Reports on Labor Statistics” and the unified deployment of provincial and prefectural statistical offices, we actively report and strive for the attention of the government leaders. We should take the initiative to contact and strive for the cooperation between relevant departments ; Extensive publicity, strive for the support of all sectors of society, meticulously organize, conscientiously implement, make concerted efforts, the labor statistics annual joint review made a vivid and impressive. This not only greatly improves the quality of labor statistics, but also restores once disrupted cash and labor wage plan management to the normal track and gives full play to the role of statistical supervision.
