2009年3月16日,中国石油集团公司党组书记、总经理蒋洁敏在与出席两会的中国石油系统人大代表和政协委员座谈讲话中指出,在国际金融危机的严峻形势下,今年将是集团公司生产经营最困难的一年,要加强内部管理,真正过紧日子,控制投资,降低成本。塔里木油田要求今年的油气操作成本同比降低5%以上,五项费用降低10%以上。塔里木油田公司物资采办事业部是专业的物资管理部门,负责塔里木油田所用物资的采购、仓储、配送、搬运装卸等业务。2008年采购金额超过30亿元,在油田投资中占有很大的比例。通过20年的发展,物资采办事业部在降低物流成本、保障物资供应等方面积累了丰富的经验。
