The frugal atmosphere in agricultural society is premised on the solidification of the social fiscal economy; the honest culture under the conditions of a planned economy comes at the expense of social efficiency and rational allocation of resources. The complexity of modern society and the particularity of the market economy make anti-corruption not primarily a moral appeal, but a more technical focus and institutional change. With the advent of the Internet and e-commerce, we have seen the dawn of the anti-corruption technology.
