洪水灾害风险评价是对风险区遭受不同强度洪水的可能性及其可能造成的后果进行定量分析和评估．包括洪水发生的可能性及其由此而引起的可能的后果．因此，开展洪水灾害风险评价对风险区土地的合理利用与投资、洪灾预防与管理、洪灾保险制度的建立以及灾期的快速评估和辅助决策等具有重要意义。本文分析了洪水灾害风险评价的内容，探讨了将洪水灾害与风险区价值及抗灾性能作为整体进行洪水灾害风险评价的理论和方法．
Flood disaster risk assessment is the quantitative analysis and assessment of the probability of the flood zone being exposed to different intensity floods and its possible consequences. Including the likelihood of a flood and its consequent potential consequences. Therefore, it is of great significance to conduct flood disaster risk assessment for the rational utilization and investment of land in the risk area, flood prevention and management, establishment of flood insurance system, rapid assessment and decision-making of disaster period. This paper analyzes the content of flood disaster risk assessment and discusses the theory and method of flood risk assessment with flood disaster and risk area value and disaster resistance as a whole.
