The Taihang Piedmont Plain is a high-yielding area in the North China Plain. The average annual precipitation of about 5 30 mm can not meet the needs of two-crop (wheat-corn) crops a year and must be irrigated. The irrigation mainly depends on the exploitation of groundwater. However, continuous over-exploitation of groundwater has led to the decline of water level, which has been reduced by more than 1m annually, becoming a major factor restricting the sustainable development of agriculture in the region. The main reason for the decline in groundwater is a 130-mm decrease in precipitation since the 1950s; the consumption of water-consuming crops; the expansion of wheat planting area; the reduction of infiltration in the Taihang Mountains and the lower crop water use efficiency.
