就云南边境地区而言,毒品犯罪难以遏制,边境管控困境只是原因之一;突破边境管控的困境,将有助于遏制毒品犯罪,维护边疆安全。云南边境管控出现“有边难防”的局面,既有该地区出入境小道和便道不计其数,边境两侧无天然屏障、山水相连的客观原因,同时也存在边境地区边民及其他人员长期养成了从乡间便道过境耕牧、走亲串友的生产、生活习惯;加之我国现行边境管控机制及相关法律、法规存在诸多问题,为毒品犯罪分子非法出入境留下空隙,导致大量的毒品违法犯罪行为与“有边难防”的边境管控现状存在密切联系。突破边境管控困境、打击毒品犯罪,需要从观念更新、政策调整与法制完善等角度开展工作,需要加强国际合作,完善司法协作机制。

Breaking the dilemma of border control and controlling and cracking down drug-related crimes needs to be carried out from the perspectives of the renewal of concepts, the adjustment of policies and the improvement of the legal system. International cooperation and judicial coordination mechanisms need to be improved.
