In some developing countries, state-owned enterprises basically developed after independence. From the early 1960s to early 1980s, these countries enjoyed a period of rapid development of their state-owned economy. For example, Tanzania’s state-owned enterprises increased from 50 to more than 400 during this period, and from 150 to more than 700 in Brazil. In the late 1970s, the output value of developing state-owned enterprises in the GDP was 10% on average, with most countries ranging from 7% to 15%. However, the share of state-owned enterprises in these countries is very uneven, with the highest levels of 38% in Ghana and Zambia and the lowest in the Philippines, for example, with Nepal only 2-3%.
