【提案背景】网格化管理在依法治国、社会经济新常态、新型城镇化的背景下,面临着许多新挑战,也出现了发展的新机遇。【具体建议】1.从法律上明确网格化管理作为党政基本工作平台的定位。我国当前的网格化管理已发展成为跨越不同政府部门、上下沟通、综合治理、信息化治理的整合体制。建议由全国人大立法,正式确立它作为党政基本工作平台的定位。2.以网格化管理重构政府基层社区管理体制。将网格化管理作为顺应“社区体制”的基层政府管理平台,而居委会组织将重新回归它作为基层群众自治组织的原本定位。
【Proposal Background】 Under the background of governing the country according to law, new normal of social economy and new urbanization, grid management faces many new challenges and new opportunities for development. Specific suggestions 1. From the legal clear grid management as the basic work platform for party and government positioning. The current grid management in our country has developed into an integrated system that spans different government departments, communicates up and down, comprehensively manages and informationized. It is proposed that the NPC should legislate to formally establish its position as the basic work platform for party and government. 2. Grid management to reconstruct government grass-roots community management system. The grid management as a “community system ” grass-roots government management platform, and neighborhood organizations will return to it as the grassroots autonomous organization of the original position.
