煤矿自从实行承包以来,无论是经营思想,还是经营管理水平以及经济效益都取得了不容忽视的效果。但也存在着不容忽视的问题。这是由于:①在确定总承包时,上下沟通不够,缺乏协商精神,仓促“上马”,造成全行业处于一种“穷包”、“苦包”的境地,影响煤炭生产健康发展;②确定承包基数缺乏科学性,主观意志多于求实精神,结果导致“包而不死“,形同未包;③命令式承包方式。承包本应双方协商同意后自愿签订承包合同,确立双方的权利和义务。而在第一轮承包时,既不履行承包程序,又不签订承包合同,而是命令企业必须按照上级机关下达
