目的通过对成都市“十二五”期间市、县两级健康教育机构5年来能力建设情况的动态分析,探讨健康教育机构存在的问题,为健康教育机构的发展和建设提供理论依据。方法采用普查方式向成都市市、县级健康教育机构发放原卫生部统一制定的《健康教育所(中心)基本情况调查表》和《健康教育所(中心)业务工作调查表》,对其人力资源、业务工作、经费等方面进行连续5年监测。结果截止2015年底,成都市共有健康教育机构22个,其中独立机构1个。“十二五”期间,市各级健康教育专业机构人员编制数逐年递增,到2015年编制增至84人。平均每个机构每年专业技术人员参加培训35.24人次,执行各类项目1.56个,发表学术类文章0.46篇,财政专项健康教育经费平均每年360.48万元。结论目前成都市健康教育机构能力建设有较大发展,经费保障有力,但市级与区县之间发展不平衡,应进一步加强规划、优化结构、加强健康教育机构的能力建设。
Objective To explore the existing problems in health education institutions through the dynamic analysis of the five-year capacity building of health education institutions at city and county levels in Chengdu during the 12th Five-Year Plan period, and to provide theoretical evidence for the development and construction of health education institutions. Methods The census method was used to distribute health education institutes (centers) basic questionnaires and health education institutes (centers) survey forms to the city and county health education institutions in Chengdu. Five-year continuous monitoring of resources, business work, and funds. Results By the end of 2015, there were 22 health education institutions in Chengdu, including one independent institution. During the “12th Five-Year Plan” period, the number of staffing establishments of health education institutions at all levels of the city has been increasing year by year, and by 2015 it has been increased to 84. On average, each organization’s professional and technical personnel participate in 35.24 person-times of training each year, implement 1.56 items of various types, publish 0.46 academic articles, and spend an average of 3.604 million yuan in fiscal health education funds. Conclusion At present, the capacity building of health education institutions in Chengdu has made great progress and funding has been ensured. However, the development between municipal and district/county is unbalanced. It is necessary to further strengthen planning, optimize the structure, and strengthen the capacity building of health education institutions.
