灾害危机管理与长期稳定发展——基于近年来中国抗击灾害实践的理论探索及宏观分析

近年来,中国在经济获得快速增长和社会发展水平大幅度提高的同时,也遇到了自然灾害频发和生命财产损失严重的巨大挑战。在抗击灾害的紧迫斗争中,政府及民众合力行动引人注目,英勇事迹令人感动,有关突发灾难的应急管理机制也不断得到完善;但行政权力集中调配资源的机制和能力也得到大大强化,政府职能转换、市场化改革进程和国民经济长期可持续发展受到很大影响,政府管理及民众行为短期化、经济计划化倾向十分明显。如何在人本科学发展观的指引下,在未来改革和发展战略中真正做到以制度创新为根本动力,把握和处理好灾害危机管理与社会经济长期可持续发展的辩证关系,这是一个重大而严峻的挑战性课题,需要社会各界共同反思并切实付诸行动。 In recent years, while China’s economy has enjoyed rapid growth and the level of social development has risen sharply, China has also encountered the grave challenges posed by the frequent natural disasters and the loss of life and property. In the immediate fight against the disaster, the government and the public have made joint efforts remarkable. The heroic deeds have touched people. The contingency management mechanism for sudden disasters has also been continuously improved. However, the mechanism and ability of administrative power to centralize resources have also been greatly strengthened The transition of government functions, the marketization reform process and the long-term sustainable development of the national economy have been greatly affected. The government administration and the public behavior have been short-term, and the tendency of economic planning is obvious. How to grasp and handle the dialectical relationship between disaster crisis management and long-term sustainable social and economic development under the guidance of the concept of human-centered development and in the future strategy of reform and development so as to make institutional innovation the ultimate impetus? This is a major issue However, the harsh and challenging task requires the community to reflect on and effectively put into action.
