本会同意农业厅、对外贸易局、省供销合作社关于召开茶叶专业会议情况的报告中所提我省茶叶工作情况与对今后工作的意见,特转发你州、专、县研究执行。茶叶是我省主要经济作物之一。发展茶叶生产,对支持国家社会主义工业建设,满足人民生活需要,发展山区经济,都有很大的意义。五年来,由于党和政府的正确领导与经济扶助,茶叶生产的恢复和发展,都取得了一定成绩,产量品质,均有显著提高。但目前产量仅及战前水平的百分之五十;有些地区对茶叶工作,尚采取放任自流态度;有关部门的配合亦不够密切,这些缺点,必须迅速克服。在征收农业税时,茶叶只计征一次。茶农所需采摘工食和生产资料等,粮食与供销合作部门必须及时供应解决。茶区领导机关应重视茶叶生产和收购工作,适当加以安排,主要产区并须列为农业生产中心工作之一,加强领导,正确贯彻价格政策,改进收购方法,充分发动和依靠农民的积极性,以胜利完成发展茶叶生产的任务。
This Council agrees with the Opinions of the Ministry of Agriculture, the Bureau of Foreign Trade and Economic Cooperation, the State Council on Supply and Marketing Cooperatives on the Situation of Holding Tea Specialty Meetings, and the Opinions on Tea Work in the Province and Their Work for the Future, especially for the study and execution of your state, prefecture and county. Tea is one of the major cash crops in our province. The development of tea production has great significance in supporting the construction of national socialist industry, meeting the needs of people’s lives and developing the economy in mountainous areas. In the past five years, thanks to the correct leadership and economic support of the party and government, certain achievements have been made in the restoration and development of tea production, and the yield and quality of the tea production have been significantly raised. However, the present output is only 50% of the pre-war level. In some areas, the attitude toward indulgence in tea work is still laissez-faire. The cooperation between the relevant departments is not yet close enough. These shortcomings must be overcome quickly. When collecting agricultural taxes, tea is counted only once. Tea farmers need to pick up the work and means of production, grain and supply and marketing cooperation departments must be timely supply and settlement. The leading organs of tea areas should pay close attention to tea production and acquisition and arrange them properly. The main producing areas shall be listed as one of the centers of agricultural production. They should strengthen leadership, properly implement price policies, improve acquisition methods, fully mobilize and rely on the enthusiasm of peasants, Victory to complete the task of developing tea production.
