自1979年欧共体对我国糖精发起反倾销调查以来,我国出口商品屡遭国外反倾销指控。根据WTO 的统计,1995—2003年,中国遭受其他WTO成员反倾销立案次数为356 起,占WTO成员反倾销总量的14.7%,其中2003年竟然高达21.4%;遭受最终反倾销措施254 起,占WTO成员反倾销总量的16.8%,其中1997年竟然高达26.6%。而同期中国出口占世界出口总额的比重则非常低,2003年也只有6.0%。这表明中国出口受到国外反倾销损害的频率大大高于一般国家,与其占世界出口总额的比重非
Since 1979, when the European Community launched an anti-dumping investigation on China’s saccharin, China’s export commodities have repeatedly been accused of foreign anti-dumping.
