监督权是宪法和法律赋予人大及其常委会的重要职权,如何依法创新监督形式,取得监督实效,则是人大及其常委会追求的永恒话题。重庆市人大及其常委会自成立以来,善用利器,认真履行各项监督职权,很多重要制度、社会面貌、发展成果,因人大监督而形成或改变。1988年:历史上质询第一案1988年6月初,原重庆市第十一届人大一次会议召开。没有任何征兆,重庆民主法治发展史上的第一次人大质询案就在这次会议上诞生。
The supervisory power is an important power given to the NPC and its standing committee by the Constitution and the law. How to innovate the form of supervision in accordance with the law and obtain supervisory effectiveness is the eternal topic pursued by the NPC and its standing committees. Since its inception, the Chongqing Municipal People’s Congress and its standing committee have made good use of sharp weapons and conscientiously fulfilled their respective supervisory powers. Many important systems, social aspects and achievements have been formed or changed as a result of oversight by the NPC. 1988: the history of the first case in early June 1988, the first session of the Eleventh National People’s Congress held in Chongqing. Without any indication, the first NPC question in the history of the development of democratic rule of law in Chongqing was born at this meeting.
