右玉县地处山西省西北端,是全省35个国家贫困县之一。省委确定右玉为全省第二批学习实践活动试点以来,全县上下通过“三比三看”(对比泽州看右玉、对比过去看右玉、对比周边看右玉),深深地认识到,面对与同为试点的泽州县不可比拟的发展基础和经济实力,面对与周边地区进一步扩大的发展差距,面对千帆竞发的发展态势,右玉在学习实践活动试点工作中,必须立足县情,大力弘扬全县人民在建国60年来不懈绿化、创造黄土高原生态奇迹中形成的以“艰苦奋斗,顽强拼搏,百折不挠”为核心的右玉精神,找准自身科学发展的着力点,为全省广大贫困地区探索出一条负重奋进、奋力赶超的科学发展之路。为此,确定试点活动的主题和载体为:坚持以人为本,深入解放思想,弘扬右玉精神,推进跨越发展、协调发展、安全发展,加快富而美的新右玉建设进程。
