档案法是由国家立法机关制定和颁布的管理、保护、利用档案以及调整一定范围档案关系的档案基本法。档案立法,制定档案工作规章制度,可以上溯到古代奴隶制时期,但制定和颁布国家档案法则是18世纪末法国资产阶级大革命后才出现的新事物。 1789年,法国爆发资产阶级大革命后,对封建的、分散落后的档案工作进行了彻底的改革,建立了具有近代意义的国家档案馆和国家档案馆网,创立了档案开放原则,集中管理封建政权的档案。1794年6月25日,法国国民制宪议会制定和颁布了世界上第一部国家档案法——穑月七日档案法令。该法对国家档案馆的建制与管理、国家档案馆网的建设与体制、档案管理与利用的基本原则等作了具体规定,成为欧洲各国档案立法的典范。1979年1月,法
