自新中国成立以来党中央始终高度重视新疆工作,而随着我国全方位对外开放和世界新技术革命潮流的推动,国家和地方先后批准建立了若干不同类型、不同层次的经济开发区。2010年5月批准喀什设立经济特区是在经济增长和社会发展之间找到了一条双赢的道路。把喀什打造成为新疆区域经济发展的增长极,因为喀什特殊经济开发区对新疆区域经济发展具有集聚辐射、结构转换、增长“拉动带”、体制示范等作用。然而新疆区域经济对喀什发展存在资金、环境和政策等多种因素的客观制约。根据存在的问题提出相应的对策,在机遇与挑战中将喀什打造成为新疆区域新疆经济增长极。
Since the founding of New China, the CPC Central Committee has always attached great importance to the work in Xinjiang. With the opening-up of all fields in our country and the promotion of the world’s new technological revolution, the state and local governments have successively approved the establishment of several economic development zones with different types and levels. The approval of Kashgar for the establishment of a special economic zone in May 2010 has found a win-win path between economic growth and social development. Kashgar to create a growth pole for the development of regional economy in Xinjiang, Kashgar Special Economic Zone because of the development of regional economic development in Xinjiang has gathered radiation, structural transformation, growth “pull with ”, institutional demonstration and so on. However, Xinjiang’s regional economy has objective constraints on various factors such as capital, environment and policies for the development of Kashgar. According to the existing problems, we put forward countermeasures to make Kashgar become the economic growth pole of Xinjiang in Xinjiang in the opportunities and challenges.
