随着公路事业的飞速发展,公路、桥梁的合资经营及经营权转让、股份制改造等公路产权交易活动日趋活跃,相应的公路资产评估活动不断增加。但由于在公路产权交易过程中,传统体制的作用还在一定程度上的存在,加之公路产权市场发育不够成熟,评估者与行政管理者的关系还未理顺,评估结果往往受行政部门的干预,使公路资产评估市场化程度不高,甚至出现由行政部门直接定价的现象。为进一步加强公路资产的管理,防止国有资产的流失,有必要对公路资产评估的若干问题加以探讨。
