随着现代企业制度改革的不断深入和发展,越来越多的企业为适应市场经济的需要,通过改组、改制和改造以及加强内部管理,激活企业生产力及创造力,使企业自身的人、财、物资源得到合理配置和有效利用;通过明确各种责、权、利关系,以产权为纽带,最大限度地发挥专业化协作优势和规模经营效益,增加企业的市场竞争能力。但在具体操作过程中,目前还没有固定的模式,如何通过集权与分权的有效结合,保证最大限度地发挥协作优势和规模效益,就成为当前进行现代企业制度改革的一项课题。笔者想就此问题,结合我厂进行现代企业制度改革的实际情况,就财权的集权与分权问题谈点认识。
With the continuous deepening and development of the modern enterprise system reform, more and more companies have adapted themselves to the needs of the market economy by reorganizing, reforming, renovating, and strengthening internal management to activate the productivity and creativity of the enterprise and enable the company’s own people and finances. Resources and resources are rationally allocated and used effectively. By clarifying various responsibilities, rights, and benefits, and using property rights as a link, we maximize the advantages of professional cooperation and economies of scale, and increase the market competitiveness of enterprises. However, in the course of specific operations, there is currently no fixed model. How to effectively combine the advantages of centralization and decentralization to ensure maximum cooperation advantages and economies of scale has become a subject for the current reform of the modern enterprise system. The author wants to discuss this issue and discuss the actual situation of the modern enterprise system reform of our factory and discuss the issues of centralization and decentralization of financial power.
