第一章总则第一条为支持经济适用住房建设,维护借贷双方的合法权益,根据《中华人民共和国商业银行法》《中华人民共和国担保法》、《贷款通则》和国务院有关政策制定本规定。第二条本规定所指的经济适用住房是指已列入国家计划,由城市政府组织房地产开发企业或集资建房单位建造,以微利价向城镇中低收人家庭出售的住房。经济适用住房开发贷款是指贷款人用信贷资金向借款人发放的用于支持经济适用住房开发建设的贷款。
Chapter I General Provisions Article 1 These Provisions are formulated in accordance with the Law of the People’s Republic of China on Commercial Banks, the Guarantee Law of the People’s Republic of China, the General Rules for Loans and the State Council’s policies in support of the construction of affordable housing and the legitimate rights and interests of both lenders and borrowers. Article 2 The “Affordable Housing” as referred to in these Provisions refers to housing that has been listed in the state plan and organized by the city government to organize real estate development enterprises or fund-raising units for sale at a low price to the families of middle- and low-income urban households. Affordable housing development loans refers to the loans granted by the lenders to the borrowers using credit funds to support the development and construction of affordable housing.
