多年来,农业保险的低迷发展已经证明,单纯的商业化运作模式难以持续,政府主导下的农业保险发展已成共识。那么在实践中,政府如何主导、保险公司如何运营,才能实现政府、保险公司与农户的三方共赢,并以此保证农业保险发展的商业可持续,则是政策性农业保险在新的认识起点下面临的新课题。从2004年农业保险试点以来,一些颇有成效的政策性农业保险模式和做法不断涌现出来,例如浙江省的共保体模式、苏州市的委托代办模式、阳光农业相互保险公司的相互制模式,以及福建省农房统保的做法等等,这些都是政策性农业保险微观领域的实践智慧。我们希望关注这些实践发展,从中提取对未来政策性农业保险发展可资借鉴的经验和启示,在不断完善中实现政策性农业保险的可持续发展。

Since the experiment of agricultural insurance in 2004, some quite effective models and practices of policy-oriented agricultural insurance have emerged. For example, the co-insurance model in Zhejiang Province, the commission model in Suzhou City, the mutual-control model of Sunshine Agricultural Mutual Insurance Company, As well as the practice of rural housing insurance in Fujian Province, etc., these are the practical wisdom of the micro-area of policy-oriented agricultural insurance. We hope to pay attention to these practical developments and extract the experiences and enlightenments we can draw on the development of policy-oriented agricultural insurance in the future and achieve the sustainable development of policy-oriented agricultural insurance in the continuous improvement.
