河北省坝上六县文化馆共有97名职工,而文化专业技术人员只有58名,占59.79%。本来坝上文化馆专业技术人才就极为缺乏,但近年来又出现了文化馆专业技术人才严重外流现象:外籍的叶落归根要调走;本籍的远走高飞要调走;年轻的宁愿丢掉职称、工资也要调走;考上学的毕了业想方设法不返坝。人才外流,明显地缩小了坝上文化馆专业人才比例,动摇了坝上文化馆专业人才队伍的人心,影响了坝上群众文化事业的发展,因此,如何缓解人才外流,稳定坝上文化馆专业技术人才队伍是摆在各级主管部门面前的严重问题。那么引起坝上文化馆专业技术人才外流的原因究竟是什么呢?
