继西部大开发之后,中央最近作出了振兴东北老工业基地的重大决策。东北老工业基地作为新中国的工业摇篮,为建立我国独立、完整的工业体系作出了历史性贡献。但由于受计划经济体制的影响较深,许多问题积重难返。因此,振兴东北老工业基地必须立足于一个“新”字,要做到观念更新、体制创新、机制革新,闯出一条发展、振兴东北老工业基地的新路子。
Following the grand western development, the Central Government recently made major decisions on rejuvenating the northeast old industrial base. The northeast old industrial base, as the industrial cradle of new China, has made historic contributions to the establishment of an independent and complete industrial system in our country. However, due to the deeper impact of the planned economic system, many problems are hard to come by. Therefore, the revitalization of northeast old industrial bases must be based on a “new” word, so as to achieve the concept of innovation, system innovation and mechanism innovation, break a new path of development and rejuvenation of northeast old industrial base.
