On January 23, 2008, the first session of the Eleventh National People’s Congress of Shaanxi Province elected the leadership of the new People’s Government. Among the seven elected vice governors, two newly-elected vice governors with the background of Xi’an High-tech Zone Candidates Yao Yinliang, Jing Junhai successfully elected. Xi’an High-tech Zone at the same time out of two deputy provincial and ministerial level cadres, which is rare in Shaanxi political arena. This year 52-year-old Yao Yin-liang plug the team, when the transfer County King commune party secretary, admitted to Xi’an traffic
