当前,我国水利水电建设系统正在推行以项目法人责任制、建设监理制和招标、投标制为主要内容的建设管理体制改革,其主体框架已基本确立,设计改革进一步深化,作为水利产业支柱的施工企业改革目前已进人现代企业制度试点的新阶段.在新的形势下,如何提高水利建设管理水平,加快改革的步伐,是摆在水利职工面前的一项紧迫任务.对此,本文结合当前主要任务,并借鉴广州抽水蓄能电站工程建设的管理经验.从三个方面作了探论。
